The Barbados Programme of Action (BPOA) provides a blueprint for Small Island Developing States (SIDS) and the international community to address national sustainable development in SIDS that takes into account the economic, social and environmental aspects that are the pillars of the holistic and integrated approach to sustainable development. The BPOA sets out basic principles as well as specific actions that are required at the national, regional and international levels to support sustainable development in SIDS.

This paper seeks to find a relationship between the El Nino/Southern Oscillation (ENSO) variability and crop production. Precipitation and mean temperature were examined first to establish an ENSO relationship while primary sector macroeconomic and crops data were analyzed to note any significant variations in output linked to ENSO impacts of significant occurrence. Institutional strengthening and improved access to markets, both local and regional, and sector development programmes however have made this assessment difficult. Subsistence agriculture (and fisheries), said to the backbone and economic mainstay of Samoas primary sector, ideally the best source of ENSO impacts unfortunately remains the data poor sector.

The International Waters Project in Vanuatu began in mid-2002 and will be ending in mid-2006. The National Task Force (NTF) for the project selected Crab Bay in Central Malekula as the project site. The decision was made primarily to support the existing community initiated marine taboo (no take and no entry zone), which was established in 2002 to arrest the fast declining stock of land crab (Cardisoma carnifex) in the area.

The Training of Trainers (TOT) Workshop on Rainwater Harvesting took place in Vava'u, Tonga from 12-15 May 2004. Involving community extension workers from the Village Women's Development Programme (VWDP) of the Tonga Community Development Trust (TCDT), the training was based on a participatory approach that emphasised 'learning-by-doing'. Using a step-by-step process, workshop participants were introduced to various participatory tools and took part in participatory activities and exercises that they could potentially use during future training on rainwater harvesting in communities.
